In the days leading up to the shooting, a tracker from their Blackline account had often moved in tandem with one of Guerrero's vehicles. These cartels control vast areas of the country and are also responsible for political corruption, assassinations and kidnappings. A problem that goes hand in hand with poverty in Mexico is the level of schooling. In the 1960s, when Mexican narcotic smugglers started to smuggle drugs on a major scale, only 5.6% of the Mexican population had education beyond the six years of basic school. In 2012 it was estimated that Mexican cartels employed over 450,000 people directly and a further 3.2 million people's livelihoods depended on various parts of the drug trade. Eduardo Guerrero, head of the security firm Lantia Consultores, counts 231. Under the U.S.-backed kingpin strategy, Mexican forces killed or captured the leaders of several powerful groups: the Zetas, Beltrán Leyva, Juárez and Arellano Félix cartels. But far from putting them out of business, the approach caused them to splinter. Criminals have received the message, said Cecilia Farfán-Méndez, an expert on Mexican security at the University of California at San Diego. A clearing to the south holds the Missile Silos. Part of the nation's massive stockpile of sites, all four of these individual silos are thankfully closed, with the only open structures being a handful of green tents, auxiliary buildings, and an inoperable elevator platform behind double doors at the center. Cross the bridge and you'll find yourself outside the main Barracks. Overlooking this trio of living quarters these is the harrowing Obstacle Course, while two Officer's Quarters - a pair of long vibrant blue cabins - sit east of both points of interest. Upon the navy's arrival, the gunmen threw grenades at the patrol from a moving vehicle, triggering a shootout that left Lazcano and another gunman dead and one marine slightly wounded. ""Due to its territorial dominance over areas in northeastern Mexico, the Gulf cartel smuggles the majority of its drug shipments between the Rio Grande Valley and South Padre Island in south Texas,"" the DEA's report says. ""In recent years, the Gulf cartel has weakened due to the arrest of key leaders in Mexico and intra-cartel conflict, which has led to a decline in its drug trafficking influence in the United States.""
