In the days leading up to the shooting, a tracker from their Blackline account had often moved in tandem with one of Guerrero's vehicles. At other times, the device was immobile, but it was stationed a few miles away at an apartment complex in Grapevine. When agents inspected the apartment's records, they discovered that the lease was under Joe's name. Chuy was also listed on the rental agreement, and there was a third name that investigators didn't recognize: Jesús Ledezma Campano, also known as Gerardo. Around 9 p.m. the night of the murder, Burgess was at home, reading a book in a recliner, when he was interrupted by a phone call. His counterpart at the U.S. attorney's office in South Texas informed him that the man murdered in Southlake, whose face was already splashed across every local news channel, had been a high-level cooperator for the U.S. government. Burgess remembers thinking it wouldn't take long for the press to break the news he'd just heard, bringing even more attention to the shooting. Founded in the late 1980s, it was for many years headed by the notorious drug lord Joaquín ""El Chapo"" Guzmán. ""El Chapo"" - or ""Shorty"" - was once ranked as one of the world's richest men. His life and vast drug-trafficking empire have been the subject of numerous books and TV series. The US government has described the Sinaloa Cartel as one of the largest drug-trafficking organisations in the world.
These cartels control vast areas of the country and are also responsible for political corruption, assassinations and kidnappings. A problem that goes hand in hand with poverty in Mexico is the level of schooling. In the 1960s, when Mexican narcotic smugglers started to smuggle drugs on a major scale, only 5.6% of the Mexican population had education beyond the six years of basic school. In 2012 it was estimated that Mexican cartels employed over 450,000 people directly and a further 3.2 million people's livelihoods depended on various parts of the drug trade. Eduardo Guerrero, head of the security firm Lantia Consultores, counts 231. Under the U.S.-backed kingpin strategy, Mexican forces killed or captured the leaders of several powerful groups: the Zetas, Beltrán Leyva, Juárez and Arellano Félix cartels. But far from putting them out of business, the approach caused them to splinter. Criminals have received the message, said Cecilia Farfán-Méndez, an expert on Mexican security at the University of California at San Diego. A clearing to the south holds the Missile Silos. Part of the nation's massive stockpile of sites, all four of these individual silos are thankfully closed, with the only open structures being a handful of green tents, auxiliary buildings, and an inoperable elevator platform behind double doors at the center. Cross the bridge and you'll find yourself outside the main Barracks. Overlooking this trio of living quarters these is the harrowing Obstacle Course, while two Officer's Quarters - a pair of long vibrant blue cabins - sit east of both points of interest. Agents also turned up a strange Microsoft Word document, a list of fifty or so names, in Chuy's email. At least seven of the people on that list were either dead or missing. ""That's the moment we realized we were literally dealing with a serial killer,"" Burgess says. ""It was all the more important that we find these guys.""
There is no reliable data for how often affiliates of drug cartels get prosecuted for crimes in America, but Burgess says it's not uncommon. The Bush administration focused heavily on providing Mexico with security-related assistance, including counternarcotics and counterterrorism support. President Barack Obama widened the scope of aid to target fundamental reforms to Mexico's justice system and to develop crime-prevention programs at the community level, among other efforts. The United States has cooperated with Mexico on security and counternarcotics to varying degrees over several decades. Recent efforts have centered on the Merida Initiative; since Presidents George W. Bush and Calderon launched the partnership in 2007, the United States has appropriated more than $3 billion for it. This death came just hours after the navy arrested a high-ranking Zeta member in Nuevo Laredo, Tamaulipas, Salvador Alfonso Martínez Escobedo. On 7 October 2012, the Mexican Navy responded to a civilian complaint reporting the presence of armed gunmen in Sabinas, Coahuila. Upon the navy's arrival, the gunmen threw grenades at the patrol from a moving vehicle, triggering a shootout that left Lazcano and another gunman dead and one marine slightly wounded. ""Due to its territorial dominance over areas in northeastern Mexico, the Gulf cartel smuggles the majority of its drug shipments between the Rio Grande Valley and South Padre Island in south Texas,"" the DEA's report says. ""In recent years, the Gulf cartel has weakened due to the arrest of key leaders in Mexico and intra-cartel conflict, which has led to a decline in its drug trafficking influence in the United States.""

Pointing to more than 70,000 Americans who overdosed and died in 2017, Coleman said, ""We're fighting a war for our families, and (the cartels) are winning."" CJNG's Kentucky strategy has been repeated in town after town across America, in places better known for cheese, cows and corn. CJNG wasn't the only cartel in the Bluegrass State in 2017, but authorities say it was the main supplier of fentanyl — when Louisville's Adam Cooley, who sought heroin, snorted 20 times a lethal dose. Brenda and Karl Cooley of Louisville certainly didn't know his name when their son Adam overdosed on fentanyl in March 2017. Adam died midsentence while writing a thank-you note to a friend on the eve of entering a rehab facility.

Don't Look Down. Another Combined Arms tip involves using the Boreal Forest and the bridge to avoid the tanks and snowmobiles that will rule the Frozen Lake and roads and flanking around the map. Crossing the bridge is risky, as it's both out in the open and has an instant death zone through the chasm below. But if all action is focused to the north, taking this route could easily get you behind enemy lines. MI6 operatives will infiltrate from the Annex and Munitions Depot side, while Spetsnaz members will start from the other end of the Frozen Lake that contains a Fuel Depot building. The 6v6-sized version of this map includes the Annex and Munitions Storage buildings, which are connected via skybridge. North of these structures is a paved road obstructed by a large tank, while due south is a route comprised of cart tracks, large and small containers, as well as part of a massive Frozen Lake. The new high in violence comes after a decade-long Mexican military crackdown on drug traffickers, which has been supported with billions of dollars' worth of U.S. equipment and training under the Mérida Initiative, a security agreement between Mexico and the U.S. aimed at tackling organized crime, including drug trafficking.
That offensive has brought down thousands of traffickers but it has also helped create the new splintered crime map. ""Cartel fragmentation is a big part of the story of why violence is increasing,"" says Alejandro Hope, a security analyst and former Mexican federal intelligence official. But a protracted standoff remains the most likely outcome of the yearlong conflict. Manila is signaling that any escalation beyond China's recent use of water cannons could invoke its defense pact with Washington. Wellington's balance between securing its periphery and maintaining trade ties with China could shift toward the former as Beijing's military activities in the Pacific accelerate. A series of scandals is fueling speculation that the U.K. prime minister's party is plotting to oust him, which could change London's EU policy direction. Although the Zetas have been somewhat neutralized and the violence associated with their activities has dissipated, violence continues in the country's main trafficking corridors. According to a recent analysis by the Central American Business Intelligence group provided to InSight Crime, the most violent provinces lie along the Honduras border and the southern Pacific coast. In contrast, the Zetas are known in the underworld for their inability to make or honor an agreement and their instabilty as an organization. A joint force of 30 soldiers, police and park rangers set out one morning in February to patrol the outskirts of a village called La Florida. The troops climbed the stairs and found 1,700 individually wrapped kilos — roughly 3,700 pounds — of pure cocaine. It would be worth roughly $160 million in the United States. No one was arrested. But the incident offered Guatemalan forces a rare view into the operation. This course will trace political, social, religious, spiritual, and ethical responses to the rise of the Colombian and Mexican illegal narcotics industry and narco-related societal violence. These new routes proved to be more profitable and successful than shipping from North-America and turned African states such as Nigeria, Ghana and (later on) Guinea-Bissau into actual narco-states. While cocaine was transported through Western Africa, the Taliban produced opium in the rural areas of Afghanistan using the revenues to fund their guerrilla war. Despite American and NATO efforts to impose laws on the Afghan opium production, the early 2000s incumbent Afghan governments shielded the opium trade from foreign policies as much as possible.
